On-device 70B-capable PCs stay premium: no sub-$1,500 model ships before 2028
The prediction
Through December 31, 2027, consumer PCs capable of running a 70-billion-parameter large language model fully on-device — meaning roughly 64GB or more of unified or GPU-accessible memory plus GPU-class local AI compute — will remain a premium, prosumer-and-developer tier. No such machine will ship at a street price under $1,500 within the window.
Why I believe this
NVIDIA's RTX Spark, unveiled at Computex 2026, made running a 70B model on a laptop technically real for the first time by putting up to 128GB of unified memory behind a Blackwell-class GPU. Microsoft's agentic Windows gives that hardware a reason to exist. The marketing — "unmetered intelligence to every home and every desk" — points at a mass market.
But three forces hold the price up:
- Bill of materials. 64–128GB of high-bandwidth unified memory plus a GPU-class SoC is expensive silicon. Memory alone is a large fraction of the cost, and high-bandwidth memory has been supply-constrained throughout the AI buildout.
- No incentive to discount. The buyers who need local 70B inference — developers, regulated industries, privacy-bound professionals — are price-insensitive relative to consumers. Vendors capture that willingness to pay rather than racing to the bottom.
- The mainstream alternative is the NPU tier. For the majority of users, a 40-to-80-TOPS NPU machine running small local models is the right and cheaper answer. There is no volume pressure forcing 70B-capable hardware down-market.

What would falsify it
This prediction is false if, before January 1, 2028, any vendor ships a generally available consumer Windows (or comparable desktop-OS) laptop or desktop that (a) can run a 70B-parameter model fully on-device at interactive speed, and (b) has a street price under $1,500 USD. A limited promotional bundle, a paper spec, or an enterprise-only SKU does not count — it must be a real, purchasable consumer machine at that price.
What would confirm it
The prediction is confirmed if, at end of 2027, the cheapest generally available 70B-capable consumer machine still sells above $1,500 — i.e., the capability remains a premium tier and has not commoditized into the mainstream laptop price band.
Confidence
Medium-high (65%). The technical capability clearly exists; the open question is purely economic. Memory cost and the absence of volume pressure make a sub-$1,500 70B-capable consumer machine unlikely within 18 months, but a memory-price collapse or an aggressive Arm-ecosystem entrant could break the floor faster than expected — which is why this is a tier-2 call, not a near-certainty.
