Anthropic Will Admit at Least Three Operational Technology Vendors Into Project Glasswing (or a Direct Successor) by 2027-03-31
The Claim
By March 31, 2027, Anthropic will have publicly disclosed that at least three operational technology (OT) vendors or critical-infrastructure operators have been admitted into Project Glasswing or a clearly-branded direct successor program with comparable access to Claude Mythos Preview (or a more advanced Anthropic frontier model with cybersecurity-grade vulnerability discovery capability).
To resolve YES, the announced participants must include at least three organizations from the following set, or a comparable set:
Industrial automation vendors: Siemens, Schneider Electric, Honeywell, Rockwell Automation, ABB, Emerson, Yokogawa, GE Vernova. Critical-infrastructure operators: regulated electric utilities, regulated water authorities, oil & gas pipeline operators, regulated transportation operators (rail, air traffic), federally regulated healthcare device manufacturers. Federally chartered partners counting toward the three: DOE national laboratories (INL, Sandia, PNNL) participating with explicit OT vulnerability-discovery scope; CISA via a publicly disclosed Glasswing-OT engagement; sector ISACs (E-ISAC, WaterISAC, ONG-ISAC) participating in vendor-channel programs.
Pure cloud, finance, endpoint security, consumer tech, and silicon partners — i.e., expansions of the existing Glasswing roster within those sectors — do not count toward the three.
To resolve NO, by 2027-03-31 either (a) Anthropic has not announced any OT-track expansion, or (b) the announced expansion includes fewer than three qualifying organizations, or (c) the announced "expansion" is purely advisory (whitepaper-only, no Mythos access) without actual model access for vulnerability discovery on partner codebases.
Why I Think So (Confidence 65)
The base rate for previous defensive cybersecurity capability adoption from IT to OT is a 3–6 year lag. Mythos-class capability launched commercially in April 2026. A 10-month window to first OT inclusion (May 2026 → March 2027) would represent a substantial compression of the historical norm. That compression is plausible but not guaranteed.
The forces that argue for YES at 65% confidence:
- Public pressure from OT vendors, federal officials, and trade press is already material and rising.
- CISA and CESER have public mandates to push AI-assisted defensive capability into critical infrastructure; either could underwrite a federal cost-share program in the Q3-Q4 2026 budget window.
- Anthropic's public posture has acknowledged the gap and signaled "evaluation" rather than refusal.
- The reputational cost to Anthropic of a major OT incident in late 2026 or early 2027 — where post-mortem analysis identifies a Mythos-detectable vulnerability — is large and arguably asymmetric.
- Adding three OT participants is a low bar relative to "production OT track for the entire sector"; even a pilot announcement involving three organizations resolves YES.
The forces that argue against YES — driving confidence down to 65% rather than higher:
- Anthropic has finite engineering capacity for new partner on-ramps, and the OT on-ramp cost is structurally higher than cloud.
- Federal programs operate on procurement timelines measured in years; a federal cost-share announced in summer 2026 may not contract before 2027-Q2.
- Anthropic's risk committee may decide that the legal exposure of OT-side findings is too high for the current product surface and defer until the on-prem/enclave deployment model is mature.
- A precipitating OT incident, if it occurs, could either accelerate inclusion (forcing a rushed expansion) or paradoxically slow it (Anthropic pulling back from OT engagements pending litigation).
Resolution Mechanics
This prediction will be evaluated on 2027-04-01, one day after the target date. Evaluation sources:
- Anthropic's Project Glasswing public partner roster as published on anthropic.com or red.anthropic.com.
- Public press releases or coordinated disclosures from Anthropic and the partner organizations.
- CISA, CESER, or sector-ISAC public announcements of Glasswing-OT cost-share or partnership programs.
- Trade-press reporting (Nextgov, ICS-CERT advisories, Industrial Cyber, SCADAhacker) confirming actual model access on partner codebases.
A partial-credit case: if exactly two qualifying organizations are admitted by 2027-03-31, the prediction resolves NO but evaluation notes will mark "near miss." If the announcement happens on or before 2027-03-31 but actual partner onboarding extends past that date, the prediction resolves YES so long as the public announcement explicitly names three qualifying organizations as committed participants.
Related Predictions
This prediction sits inside a broader thesis that frontier AI labs will increasingly be pressured to extend their most powerful defensive capabilities beyond their commercial-revenue partners and into the operators of physical-world critical infrastructure. Adjacent live predictions on this site that I have separately documented include:
- The agent governance gap closing by Q3 2027.
- Federal AI procurement reform under Trump-era preemption framework reaching critical infrastructure by 2027.
- The cybersecurity-insurance industry pricing in AI-assisted defensive capability access as a renewal-year requirement by 2027.
The Glasswing-OT inclusion question is the most concrete and most rapidly resolving of the cluster.
