The Power Draw
A telecom technician in rural Georgia discovers her town's electricity is being quietly rerouted to a massive new data center — and the company doing it is the same one that signs her paychecks.
The first sign was the flicker.
Rosa Delgado noticed it on a Tuesday evening in late March, standing at the kitchen counter slicing tomatoes for dinner while her daughter Maya worked through algebra problems at the table behind her. The overhead light stuttered — not a full outage, just a brief dimming that lasted half a second, like the house had blinked.
"Mom, the WiFi dropped," Maya said without looking up.
"It'll come back."
It did, three seconds later. Rosa went back to her tomatoes. She had been a field technician for Peachtree Telecom for eleven years, and she knew the difference between a real outage and a grid hiccup. This was a hiccup. "Carl, you ever look at the substation logs for the Hyperion feed?"
Carl gave her the look he reserved for questions that had obvious answers. "That's a dedicated line. Direct from the Flint River switching station. Separate from residential."
"I know what it's supposed to be."
Rosa spent her lunch break in the truck, parked under a pecan tree at the edge of the Hyperion campus fence line, eating a sandwich and reading technical documents on her phone.
The data center had been announced eighteen months ago with the kind of fanfare that small Georgia towns had learned to both welcome and fear. Eighty-five megawatts. That was the number that had satisfied the commission's questions about residential impact. Dedicated line, dedicated capacity, no cross-contamination with the residential grid.
But the brownouts had started three weeks ago, right around the time Phase 2 of the Hyperion campus went operational.
Rosa opened the power consumption data that Peachtree monitored as part of their fiber maintenance contract — they needed to track the data center's power usage to anticipate network load and cooling requirements. The numbers made her sandwich sit wrong in her stomach.
Phase 2 was pulling 127 megawatts.
Forty-two megawatts more than the dedicated feed could supply. Which meant the difference was coming from somewhere. She looked at the semicircle of yellow dots on the outage map again, and the math stopped being abstract.
She brought it to her supervisor, Marcus Webb, on Wednesday morning. Marcus was a good manager — practical, fair, the kind of person who fixed problems rather than escalated them. "I know."
"There are probably other people on medical equipment. Elderly folks on CPAP machines, people with home dialysis—"
"I know, Rosa." Marcus's voice was tight. "I'm not saying we ignore it. I'm saying we need to think about how we handle it. If Peachtree loses the Hyperion contract, we're laying off a third of the workforce. Including, probably, some of the people those brownouts are affecting."

Rosa closed her eyes. "Normal operational bounds that include brownouts in four thousand homes."
"Rosa, I need you to hear what I'm about to say. Peachtree's position is that power grid management is Georgia Power's responsibility, not ours. Our contract with Hyperion covers fiber and telecommunications infrastructure. The power consumption data we collect is proprietary operational information covered by our NDA with Hyperion."
"You're telling me I can't report this."
"I'm telling you that the company's position is that this is not our issue to report, and that sharing proprietary client data with a regulatory body without client consent would be a breach of contract that would expose Peachtree to significant liability."
Rosa stared at the ceiling of her kitchen. Through the window, she could see the glow on the horizon — the Hyperion campus lit up like a small city, burning through 127 megawatts of electricity to train AI models that most of the people in Decatur County had never heard of and would never use.

She hung up.

She hit submit. Then she opened another tab and composed an email to the Decatur County Citizen-Examiner — the weekly newspaper run by Evelyn Marsh, who had been covering county politics since before Rosa moved to Georgia. She sent that too. Then she finished her coffee, washed the cup, and drove to the Piggly Wiggly to buy groceries before Maya got home.
The PSC complaint triggered an investigation that took four months to produce a preliminary finding. Georgia Power's internal investigation confirmed what Rosa already knew: Hyperion Phase 2 was drawing 40 to 50 megawatts above its contracted dedicated capacity, and the automated grid management system had been silently pulling that power from the residential distribution network. The system was designed to prevent blackouts, not to flag unauthorized industrial overconsumption. Peachtree Telecom lost the Phase 3 fiber bid. Marcus never confirmed that the two events were connected, but he did not deny it either. Rosa was not fired — that would have been too obvious — but her performance review that quarter contained language about "alignment with organizational priorities" that she had never seen before.
She kept the review in the same folder as her PSC complaint receipt. She figured she might need both someday.
On the first day of December, Rosa was running cable at a residential install when her phone buzzed with a news alert. The Georgia PSC had issued an order requiring all data center facilities consuming more than 25 megawatts to file quarterly power consumption reports and submit to annual capacity audits. It was the first such requirement in the state's history.
The order cited "concerns raised by residential ratepayers in Decatur County" as a contributing factor.
Rosa read the article in her truck, sitting under a different pecan tree. Maya texted from school asking what was for dinner. Rosa texted back: chicken and rice.
She thought about the glow on the horizon, still visible from her kitchen window every night. The data center was still there, still running, still consuming power that had to come from somewhere. But somewhere in a filing cabinet in Atlanta, there was now a mechanism — imperfect, slow, bureaucratic — for tracking where that power went and who paid for it.
It was not victory. It was not even close to victory. It was a form in triplicate that might, eventually, lead to accountability.
